Exclusive Event for WeVote Partners & C70 Members

The Committee of Seventy, in partnership with the Community College of Philadelphia, is offering an exclusive hands-on budget simulation designed to make municipal budgeting more accessible.

In this interactive exercise, participants will take on decision-making roles in a fictional city on Mars, competing for a federal grant. Through negotiations, they will represent the Mayor’s Office, City Council, Parks Advocacy Group, or Out-of-School Time Program Advocacy Group, navigating trade-offs, setting priorities, and experiencing the complexities of budget allocation.

Guided by Anjali Chainani, PhD, Founder & Principal, Anavi Strategies, and Vaughn Ross, Founder & Principal, Rvesta, participants will develop negotiation strategies, gain practical insights into municipal decision-making, and leave with a deeper understanding of how budget decisions are made—and how they can engage in the process.

The session will begin with a 30-minute presentation by Marisa Waxman of the Pennsylvania Intergovernmental Cooperation Authority (PICA), offering key insights into Philadelphia’s budget, fiscal planning, and governance.
